lf�,72) 7 <br />MEMO TO: MAYOR AND COUNCIL <br />FROM: MARY SAARION, DIRECTOR <br />PARKS, RECREATION AND FORESTRY <br />DATE: OCTOBER 31, 1989 <br />SUBJECT: ADVANTAGES AND DISADVANTAGES FOR DISPLAYING <br />FIREWORKS AT LAKESIDE PARK <br />Staff prepared a memo for the Parks and Recreation Commission regarding the <br />advantages and disadvantages of moving fireworks om City Hall to Lakeside Park for <br />the annual "Festival in the Park" celebration. Since the Parks and Recreation <br />Commission is designated by the City Council as the advisory commission of the <br />"Festival in the Park" celebration, their input was requested. After much discussion <br />and brainstorming of possibilities and potential problems, the Parks and Recreation <br />Commission agreed upon a motion. <br />Gary Stevenson made the motion to direct staff to request the City Council to consider <br />moving the Festival in the Park" celebration from City Hall Park to Silver View Park <br />in 1990 and to consider the possibility of having the fireworks display at Lakeside <br />Park and to consider changing the Festival from a Sunday event to a Santrday event <br />to be held in September, 1990 for these reasons: <br />1. Holding the Festival at Silver View could be the community kick-off of the new <br />shelter building, as the required Celebrate 1990 event stipulated in the <br />Celebrate MN grant. <br />2. If the fireworks were held at Lakeside Park, Silver View Park would be within <br />walking distance, and is located on the same side of Highway 10. <br />3. Fireworks at Lakeside Park would be within the recommended safety distance <br />from buildings and could provide a mirrored effect over the water with more <br />visible ground displays. <br />4. The Saturday event may reduce the number of Sunday conflicts including <br />church services, Vikings game and school night bedtimes. <br />The motion was seconded by Commissioner David Long. The motion passed <br />unanimously. <br />With the Park and Recreation Commissioners' direction, staff is bringing this idea to <br />the City Council for discussion and direction. <br />MS/SL <br />
