Mounds View City Council <br />Regular Meeting <br />Councilmember Peons stated he estimates it will be <br />12 feet from the curb to the backstop. <br />Mayor Hankner closed the regular meeting and opened <br />the next public heaLIng at 7:27 PM. <br />Ms. Hren explained Pioneer Schwinn has requested a <br />modification to the moratorium district and a wetland <br />mit in order to construct a building <br />alteration per <br />at 2261 County Road I, which will house both a <br />Pioneer Schwinn shop and an electronics business. <br />Harr Engineering has checked the site, and the area, <br />which was filled around 1981, is no longer considered <br />a wetland. The north 90 feet of the property is in <br />the buffer zone, and half of the property is in the <br />moratorium district. Staff has drafted a resolution <br />approving the project, as directed by the Council. <br />Ms. Hren noted the driveway will be Pulled back a <br />short way toward County Road I. The Planning <br />Commission has reviewed the request and recommends <br />approval to the Council of a wetland alteration <br />permit and waiver of. the Highway 10 moratorium <br />district requirements. <br />Mayor Hankner reviewed the history of that area, <br />and further explained all criteria is being met. <br />David Jones stated he owns the property to the north <br />of this parcel and questioned how far Mounds View <br />Drive will be coming in, and if the road is developed <br />in the future, who would have to pay for it. <br />Ms. Hren explained the road will go just to the <br />driveway and not all the way to the end of the <br />property 'line. She further reviewed the options <br />for assessment of the road if it is completed. <br />Clark/Administrator Pauley further explained the <br />history of the road and how the assessments could <br />be handled if the road was extended in the future. <br />Rich Wolens, owner of Pioneer Schwinn, stated he is <br />paying off the special assessments levied against <br />the property and included in the purchase price of <br />the property. <br />Councilmember Quick questioned whether the road is <br />proposed to go through in the Comp Plan. <br />Pauley replied it is not planned, and there is <br />a St. Paul Waterworks easement to the north and any <br />improvements would require their approval, and it <br />October 9, 1989 <br />Page Three <br />8.
