RESOLUTION NO. 2556 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF MOUNDS VIEW <br />RESOLUTION FOR ACCFSS THROUGH THE TWIN CITIES ARMS PLANT <br />FOR THE DEVELOPMENT OF THE <br />THE RICE CREEK REGIONAL TRAIL CORRIDOR <br />WHEREAS, the City of Mounds View lies within Ramsey County; and <br />WHEREAS, a portion of Rice Creek Flows through the City of Mounds View; and <br />WHEREAS, the City of Mounds View residents would benefit from the development <br />of the Rice Creek Regional Trail Corridor; and <br />WHEREAS, it is in the best interest of the community that Ramsey County, <br />neighboring cities and United States Army work together for the benefit of the people; and <br />WHEREAS, the Rice Creek Regional Trail Corridor has been identified as pan of the <br />Regional Recreation Open Space System for multiuse land trails, and a canoe route; and <br />WHEREAS, all of the trail corridor segments within Ramsey County have been <br />acquired, except for a one mile segment which passes through the Twin Cities Arms Plant, <br />owned by the U.S. Department of Defense; and <br />WHEREAS, access through the Twin City Arms Plant along Rice Creek, is essential <br />in order to provide a continuous water route for canoeing and other boating activities; and <br />WHEREAS, efforts to negotiate With the U.S. Department of Defense for access <br />through the Arms Plant along Rice Creek have been unsuccessful. <br />NOW, THEREFORE, BE IT RESOLVED that the City of Mounds View, on behalf of <br />the Ramsey County Board of Commissioners, reaffirms its interest in acquiring the Rice Creek <br />Trail Corridor segment through the Twin City Arms Plant, and requests the transfer or long <br />term lease, from the U. S. Department of Defense to Ramsey County for trail corridor purposes, <br />provided the County does not assume liability associated with potential hazardous wastes on <br />the site; and <br />BE IT FURTHER RESOLVED that Ramsey County, in cooperation with the City of <br />Mounds View and other northwest Ramsey County municipalities, request the assistance of the <br />Minnesota Congressional Delegation in this effort. <br />ADOPTED THIS day of 1989. <br />(SEAL) <br />�-]— <br />Mayor Hankner <br />ATTEST: <br />Clerk -Administrator Parley <br />
