The applicant <br />proposes to rezone the property from R-1 to R-2 to allow the <br />construction of a two-family structure on the lot. Currently the <br />Lot is vacant and located near the intersection of Long Lake Road <br />and Ardan Avenue across from the composting site. <br />All proposed rezonings are evaluated against the evaluated <br />criteria outlined in Section 40.25, Subd. A(5), which are as <br />follows: <br />a. Relationship to Municipal Comprehensive Plan. <br />b. The geopgrahical area involved. <br />c. Whether such use will tend to or actually depreciate the <br />area in which it is proposed. <br />d. The character of the surrounding area. <br />e. The demonstrated need for such use. <br />The Mounds View Comprehensive Plan indicates that the area should <br />be low density residential which includes two-family structures. <br />It is not anticipated that the surrounding home values would <br />depreciate due to a two-family structure on this site. This, <br />however, would require further research in order to determine <br />the exact effect. <br />The site is located in the north part of :Mounds View in a <br />predominately single family residential district. The Ramsey <br />County composting site is also located near the site in question. <br />Long Lake Road is considered a collector street according to the <br />transportation plans as outlined in the Comprehensive Plan. <br />
