This type of <br />clearance is usually speculative in nature in that the <br />property is acquired and buildings cleared without having a <br />project waiting to begin construction. Currently, no state <br />or federal funds are available for this type of clearance <br />nor can TIF monies be used for it. Any city in Minnesota <br />wishing to perform this type of clearance at this time must <br />do so with purely local funds. <br />Once a city has decided they wish to undertake redevelopment <br />in their community, they must not only decide what type, but <br />also the level of government involvement. Government <br />involvement in redevelopment can be indirect or direct. <br />Indirect involvement can take the form of identifying <br />properties or areas eligible for redevelopment assistance <br />from public or private agencies, usually limited to single <br />family housing or prime for private redevelopment and market <br />programs or property in the hope of spurring redevelopment. <br />Direct involvement in redevelopment can take various forms <br />including acquisition and clearance, aggressive housing code <br />enforcement, direct marketing of loans and grants to <br />eligible property owners, acquisiton, rehabilitation, and <br />resale of properties, or funding of the effort using CDBG or <br />TIF funds. <br />Finally, a City designed to undertake redevelopment must <br />also determine whether they wish to limit their efforts <br />to residential (single or multi family), commercial, or <br />industrial properties and focus on areas or neighborhoods or <br />the entire city. Now that Mounds View is nearly 100% <br />developed, the issue of redevelopment moves to the <br />forefront. Prior to commencing a redevelopment program, if <br />that is your desire, I would like to suggest that the <br />Council and staff go through a three -step process with the <br />first step being determining whether or not you wish to <br />undertake such a program, type, level of involvement, and <br />area(s) of the City. Once that direction is given, staff <br />will identify the program options and funding sources <br />available and request Council direction as the second step. <br />The third step would be to recommend a specific implementa- <br />tion plan or plans for the programs selected by the Council. <br />If it is the desire of this Council to direct the establish- <br />ment of a redevelopment program for Mounds View, I would <br />request your concensus direction on the following questions. <br />1. What type of redevelopment do you wish to undertake? � <br />Rehabilitation, selective clearance, or <br />non -selective clearance? <br />
