MEMO TO: Mayor and City Council <br />FROM: City Planner Hren <br />DATE; November 21, 1989 <br />SUBJECT: ORGANIZED GARBAGE COLLECTION <br />The Mounds View City Council has given direction to City Staff to <br />Pursue organized solid waste collection for the City of Mounds <br />View. The first step in this process is to adopt a resolution <br />that expresses the City's intent to organize solid waste <br />collection in the City. <br />Adopting this resolution does not obligate the City to go with <br />organized collection, but rather allows haulers to freely discuss <br />a plan of action without violating anti-trust laws. <br />The adoption of this resolution, after a public hearing, by law, <br />starts a ninety (90) day waiting period. During this time the <br />haulers and the City can review all the options. The haulers may <br />make a proposal to the City Council, the City can send out RFP's, <br />the City can go out for bid or negotiate with a hauler. <br />The City Council indicated that April 1, 1990, is the <br />implementation date for organized collection. Based on that <br />start date, the following schedule must be adhered to: <br />November 27, 1989 <br />December 11, 1989 <br />March 11, 1990 <br />March 12-31, 1990 <br />April 1, 1990 <br />Set public hearing for 12/11/89 <br />Notification to haulers <br />Hold public hearing <br />Adopt resolution expressing <br />intent to organize <br />Starts 90-day waiting period <br />Ends 90-day waiting period <br />Make determination, award <br />contract <br />Implement organized solid waste <br />collection system <br />At some time, the City will have to pass a resolution that <br />mandates all residents to participate in the organized solid <br />waste collection. <br />'; <br />
