Mounds View City Council <br />Regular Meeting <br />----------------- <br />Motion/Second: Quick/Blanchard to approve Resolution <br />No7.555, as amended, authorizing the Clerk/Admini- <br />strator and Mayor to execute Development Agreement <br />No. 89-93 with Paster Enterprises and Hardees Corpora- <br />tion, Mounds View Shopping Center, and waive the <br />reading. <br />5 ayes 0 nays <br />November 13, 1989 <br />Page Ten <br />-------------- <br />Ms. Ryan stated it is very apparent to her that the <br />Council is unresponsive to the needs of the residents, <br />who did not want Hardees at all. If they had to have <br />it, they at least wanted stipulations and they didn't <br />get any of the conditions they asked for. She stated <br />that would be remembered at election time. <br />Councilmember Blanchard replied that Council has done <br />its best to be responsive, and the residents put the <br />Council in a difficult spot by not appearing until <br />after the public hearing and then wanting the Council <br />to change everything. She added a lawsuit would have <br />been very expensive. The Council has leaned over <br />backwards to work with the residents, and the residents <br />admitted they had received the notices of the hearing <br />but had other things going on and didn't attend. <br />Attorney Karney pointed out the Council represents all <br />the people of Mounds view and must keep in mind what <br />is best for all. <br />Mayor Hankner noted how difficult it is to get people <br />involved, and the residents need to pay closer attention <br />to what is going on. <br />E <br />Motion Carried <br />0 <br />Ms. Saarion reviewed the background of the proposed 12.
