COMPILATION Or . <br />RESOLUTION No. 1069 AND <br />RESOLUTION NO. 1354 <br />CITY OF HOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />,N STREETLIGUT INS...-LATION Pol,ICY REPLACING <br />RESOLUTION No. 946 <br />W11HREAS, each year the City Council recnives several requests <br />for Elm installation of stree LLights; and <br />WIIIiREAS, the ce'L of operating Lliuhts in a large budget <br />i Lem; and <br />WIIEREnS, the City Council desires to maintain and enhance the <br />safety of its neighborhoods through the provision of streetlights <br />while at the same time keeping the tax burden of operating street- <br />lights at a minimum; <br />NOW, TIIERF.FORC'; DE IT RESOLVED by the Council of the City of <br />Mounds Vier that tlm following policy shop govern tlln installation <br />Of streetlights at a minimum; <br />NOW, TM -NI 1,01:li, BE IT RESOLVED by tic, Council of the City of <br />Mounds Vier that tltc following ()olicy shall govern the installation <br />of street Ligi)ts in residential areas: . <br />(1) Property owners desiring installation of streetlights <br />shall submit a petition requesting such with the <br />signatures of at least fifty percent of the affected <br />Property owners. All signatures of persons on the <br />petition shall mean their consent to the location of <br />the light, on or near their property. The petition <br />shall include signatures of consent of the property <br />owner directly affected by the final location unless <br />it is determined by the City Co,.ncil that the requested _ streetlight is in the interest of preserving the health <br />and safety of residents of the area. A property owner <br />shall be deemed to be affected if his/her property is <br />within 200 feet In any street direction from the pro- <br />posed streetlight location on either side of the street. <br />A property owner directly affected shall be one whose <br />Property the light is on, abut[', or is directly <br />adjacent (opposite side of street). <br />(2) The proposed location shall meet at least one of the <br />following criteria: Intersections, sharp curves, cul de <br />sacs, dead ends, long blocks, vandalized areas, or mid, <br />block Pedestrian crosswalks. A 'bowing of need for a <br />similar criteria may also qua Ii fy.. The cri Loris muet be <br />related to a need for publ le uafety. <br />(3) All strectlights shall be 'Paced at least 40D feet apart <br />unless the above criteria apply. III no case shall lights <br />be closer than 250 feet to one another. <br />(4) All new streetlight installations shall be 100 watt high <br />Pressure sodium at a 30 foot mounting height. ,. <br />(5) Strectllghts shall be included in all public Improvement <br />projects according to the above criteria. <br />(6) pual)fyinq requests for streetlights may be scheduled <br />for installation in a subsequent year if the City Council <br />determines snffieient funds are not available in the cur- <br />rent City budget. <br />Adopted the Ilth day of February, Mo (Her" ULinn No. 1069) <br />and the loth day of September, 1991 (Resolution No. 1354). <br />
