31.01 <br />CHAPTER 31 <br />HUMAN RIGHTS COMMISSION <br />31.01. <br />Subdivision 1. Public Policy. It is hereby declared that <br />it is the public policy of Mounds View to fulfill its responsi- <br />bility in securing for all citizens equal opportunity in housing, <br />employment, public accommodations, public services and education, <br />and to work consistently to improve the human relations climate <br />in Mounds View. <br />Subdivision 2. Establishment. There is hereby esta- <br />blished a human rights commission. The purpose of the commission <br />is to secure for all citizens equal opportunity in employment, <br />housing, public accommodations, public services, and education. <br />Subdivision 3. Composition. The commission shall consist <br />of the members of the City Council. <br />Subdivision 4. Meetings. Such commission shall meet at <br />least once a year in the month of January, and may meet there- <br />after upon call by the Mayor. <br />Subdivision 5. Duties. In fulfillment of its purpose the <br />commission's duties and responsibilities shall be to: <br />(1) Adopt by-laws and rules for the conduct of its affairs <br />including the election, assumption of duties and <br />definition of responsibilities of officers and com- <br />mittees. <br />(2) Enlist the cooperation of agencies, organizations, and <br />individuals in the community in an active program <br />directed to create equal opportunity and eliminate <br />discrimination and inequalities. <br />(3) Investigate human relations and civil rights problems <br />brought to the attention of the City.
