MAYOR AND CITY COUNCIL <br />PAGE THREE <br />MAY 31, 1990 <br />I will be submitting a separate report to you on <br />this subject after I have attended additional <br />workshops and review DOER'S policies. <br />2. Ethics Reform HF 2666 - After great debate the <br />Legislature adopted Ethics Reform legislation <br />which applies to elected and appointed officials <br />of cities with a population of more than 50,000. <br />The Ethics Reform legislation requires that these <br />officials file economic interest and conflict of <br />interest statements as well as register as <br />lobbyists should they meet certain criteria. Since <br />the City of Mounds View does not have more than <br />50,000 in population we will not be bound to the <br />provisions of this legislation. <br />3. Omnibus Election Act, Chapter 585 - The Omnibus <br />Election Act which started out as a housecleaning <br />bill from the Secretary of State's Office ended up <br />having two surprises for cities which were not <br />originally proposed by the Secretary of State's <br />Office. The first of these surprises is a <br />statutory prohibition on cities which attempt to <br />regulate the size of campaign lawn signs. Cities <br />are not permitted to regulate the size of campaign <br />lawn signs from August 1 to 10 days after a <br />general election. Since the City of Mounds View <br />currently has provisions within its Sign Code <br />which regulate campaign lawn signs, I will be <br />requesting an opinion from City Attorney Barney <br />regarding the impact of this legislation on our <br />code in order that appropriate amendments may be <br />made before August 1 of this year. <br />The second surprise relates to the cost of <br />conducting the Presidential Primaries which begin <br />in 1992. The Legislature clarified the <br />Presidential Primary Law calling for the first <br />primary on the first Tuesday in April in 1992 but <br />included no provision for the reimbursement of <br />county and municipal expenses related to <br />conducting this presidential primary. <br />The final item within the Omnibus Election Act of <br />interest to the City of Mounds View is a provision <br />that will require cities to maintain a register of <br />permanently disabled voters that would result in <br />these voters automatipally receiving <br />
