FIA <br />MEMORANDUM <br />TO: Mayor and City Council <br />FROM: Planning Technician Harrington'�(� <br />DATE: October 11, 1990 <br />SUBJECT: HIGHWAY 10 MORATORIUM <br />The City of Mounds View passed an interim ordinance <br />establishing a moratorium on development in a designated <br />district within the City which commenced on April 24, 1989. <br />This moratorium was to last one year. The primary purpose of <br />the interim ordinance was to allow the City sufficient time to <br />complete its planning process and determine what changes, if <br />any, needed to be made to the Comprehensive Plan. However, <br />the end of the one-year period, it was determined that an <br />extension to the moratorium would be necessary. Therefore, <br />the ordinance was extended six months, commencing April 24, <br />1990. This brings us to the present and the need to address <br />the issue once again. The moratorium is scheduled to lapse <br />October 24, 1990. <br />Acting Clerk -Administrator Minetor and I have been reviewing <br />the City files in order to determine what action, if any, <br />should be taken on the ordinance. Our review seems to <br />indicate that a majority of the concern revo.'.res around the <br />former R-Gas gas station and the adjoining property to the <br />immediate west (see attached City map, Exhibit 1). With the <br />information available, we have formulated three possible <br />courses of action: <br />Reduce the moratorium district <br />immediately north of Highway 10 <br />Road (Exhibit 2). <br />Allow the ordinance to lapse. <br />3. Extend the ordinance 90 days. <br />at <br />in <br />to only include the area <br />and west of Groveland <br />It should be pointed out that neither myself nor Mr. Minator <br />were involved in this matter from the beginning, and it is <br />quite possible that certain relevant facts have been over- <br />looked on our part.
