i) How should the network of non MWCC treatment facilities be managed? How <br />can the smaller municipal systems, private treatment plants and on -site <br />systems most cost-effectively provide service to development enclaves <br />outside of MWCC's service area? Are there tradeoffs with centralized <br />ownership and operation that should be considered? <br />j) As sewage treatment levels become more stringent in response to wasteload <br />allocations to meet water quality standards, should more emphasis be placed <br />on ronpoint source pollution reduction as a tradeoff for higher levels of <br />treatment? What should the Council's role be in water quality management <br />and the implementation of tradeoffs? <br />k) What should the responsibilities of the various parties be in solving and <br />financing solutions to sewer inflow and infiltration U and I)? Is this a <br />metropolitan responsibility or that of the community within whieh'it occurs? <br />1) How can the public more actively participate in the sewer service decision - <br />making process? Are the Council and the MWCC responsive to system needs or <br />should alternate means, such as private or corporate ownership, be <br />explored? Are operational costs being contained to the maximum extent <br />possible by the MWCC? <br />m) How will implementation of the Policy Plan be monitored in order to assess <br />whether the objectives of the plan are being met? What indicators or <br />measures will be used to evaluate the MWCC's performance in delivering <br />sewer service as called for in the Policy Plan? What are the Council's <br />expectations for the MWCC's financial and managerial performance? <br />5. Studies to be Undertaken <br />The following topics will need to be studied by either the Council or the MWCC <br />in order to obtain the information needed to prepare the Policy Plan or the <br />Implementation Plan. Results of the various studies will become available <br />throughout the first half of 1987. <br />a) The Council will provide population and employment data to the MWCC so <br />that the Commission can determine sewer flow projections for all communi- <br />ties in the region through the year 2010. <br />b) The maintenance and repair needs of the existing infrastructure will be <br />defined so that the level of effort required to properly operate the system <br />is known. The MWCC will bear major responsibility for this study. This <br />broad -brush look at the physical conditions of the system will provide <br />information for the policy plan. However, the MWCC will need to further <br />investigate the system to develop a management strategy as part of its <br />Implementation Plan. <br />c) The Council and the MWCC must work together to define an optimum sewer <br />system configuration that provides the best service. Major responsibility <br />for this element rests with the MWCC under Council policy and service goal <br />leadership. <br />d) An effective method of monitoring the MWCC's implementation of the <br />Council's Policy Plan must be developed, incorporating evaluation of <br />both physical service and fiscal impact. <br />
