First Reading <br />proposed ordinance is to place additional regulations of Ordinance <br />in the City of Mounds View regarding the sale of used No. 417 <br />autos by private individuals. <br />Mayor Linke asked that the wording be changed in Sub- <br />division 2, (b) to read "....property owner or occupant <br />of said property, and when applicable, if said owner or <br />occupant has a license issued....". <br />Motion/Second: Blanchard/Quick to approve the first <br />reading of Ordinance No. 417, as amended, amending <br />Chapter 81 of the Mounds View Municipal Code entitled <br />"Parking", and waive the reading. <br />4 ayes 0 nays <br />Motion Carried <br />Director Thatcher explained that proposed Resolution 8. Consideration <br />No. 2153 approves the final plat and development of Resolution <br />agreement for the Red Oak Park subdivision. He stated No. 2153 <br />the development agreement has security in the amount <br />of $8,000, and preliminary plat has been approved by the <br />Planning Commission. <br />Motion/Second: Blanchard/Linke to approve Resolution <br />No. 2153, approving the final plat and development <br />agreement for the Red Oak Park subdivision, and waive <br />the reading. <br />2 ayes 2 nays Motion railed <br />Councilmembers Quick and Wuori voted against the motion. <br />There was considerable discussion on the proposed <br />ponding for the subdivision. Councilmember Blanchard <br />asked if there had been any discussion with the owners <br />at 8180 Eastwood regarding the drainage swail that would <br />be in their back yard. <br />Director Thatcher stated he had spoken with them initially <br />several months ago, but he has not spoken to them since then <br />or informed them of what was proposed. lie stated that <br />when he originally spoke to them, they seemed open to <br />improvements. <br />Councilmember Blanchard stated their approval would be L' <br />needed for the proposed ponding. <br />
