PARKS AND RECREATION AND FORESTRY COMMISSION <br />6:30 P.M. I MARCH 27, 2025, 1 MOUNDS VIEW CITY HALL _ <br />MEETING MINUTES MOUNDS VIEW <br />1. CALL TO ORDER at 6:30 PM <br />2. ROLL CALL: Commissioners: Arel, Bankston, Bosneag II, Lundberg, Palm, Mills, Wake Vyiesner <br />Staff: Peterson I Szurek I Thomas <br />*to be absent <br />3. APPROVAL OF AGENDA: Motion to approve by Palm, with the switch of Items 5 and 6. 2nd <br />approval with changes by Mills. Motion Passes 6-0 <br />4. APPROVAL OF MINUTES - February 27, 2025: Motion to approve by Bosneag II, 2nd by Lundberg. <br />Motion Passed 6-0 <br />5. SPECIAL BUSINESS <br />A. National Fitness Campaign — Blue Cross Blue Shield of Mn — Presentation — Don. <br />Staff met with representatives from this campaign. Looking at electronic device data, the program saw that <br />the busiest parks are City Hall and Silverview Park. City Hall is more visible in the area behind the building <br />where the old playground used to be. There are several opportunities around the state and grants are <br />available for $50-60K. Total cost is roughly $236K for the fitness equipment area and the flat fitness space <br />on the back side. If we just want the fitness court - about $174K. NFC would come in and train local <br />instructors to run fitness programs. WSB says that we could look at other grant funding to help out as well, <br />but suggests not to have it at City Hall due to the amount of things already here. We could move some <br />things, but should not add to it. Longevity of equipment is suspected to be about the same as a playground, <br />about 20 years. Questions for Staff: Is there maintenance needed for the winter months? Any other <br />maintenance would come at a cost to the city. There would be no fee to use it, so it is all paid by the city. <br />With the MVCC fitness and two fitness facilities within the city, how can we incorporate the fitness <br />businesses into this opportunity? Thomas says people can be trained and MVCC can run fitness <br />classes at the space. What's the cost to the company for the app and upgrades? What's the tech <br />support? How do we keep the vandalism, noise, usage down during off hours? Can we get <br />information from Columbia Heights about their experience and possibly data usage from the app? <br />6. PUBLIC INPUT <br />Citizens may speak to issues not on tonight's agenda. Before speaking, please give your full name and <br />address. Please limit your comments to three minutes. Resident at 5219 Skiba Drive has questions about <br />rentals at Hodges Park: hours, capacity, purpose of rental disclosure, noise/outdoor music, parking, <br />exclusive usage, and bathroom satellite location. Questions were answered by City Staff. Resident was <br />encouraged to call the police if she feels there are things happening outside of the rental parameters. It is <br />app based on the equipment. <br />7. STAFF REPORTS <br />A. Parks and Recreation - Andy: See attached report. <br />B. Public Works — Pete: See attached report. Woodcrest Playground has been removed. We have some <br />grant money to help pay for cleanup at Silverview and Arden. Staff is talking with Ramsey County <br />regarding condition of fencing since now it's all visible. Can we do a better job of communicating to <br />area residents regarding what's going to happen at area parks to help minimize questions? <br />
