MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: AUGUST 18, 1987 <br />SUBJECT: COUNTY ROAD J AND NEW HIGHWAY 10 SIGNAL <br />MAINTENANCE COSTS <br />Attached please find a letter and copy of Highway Department <br />Regulations from the Minnesota Department of Transportation, <br />District 5 indicating that it is proposed that the cost of <br />painting, relamping, and cleaning of the signal systems as <br />-_ well as streetlights mainten..^.nc:.. • <br />n••-- u'�iu ctcCl.riCa1 costs for <br />the intersection of COdnty Road J New Highway <br />and 10 also <br />I known as Highway 610, be divided equally between the Cities <br />of Mounds view and Blaine. You will note on the Highway <br />i <br />Department Regulations under Section 5-910.2, A, that the <br />cost of maintenance shall be negotiated with the municipal- <br />ities having jurisdiction of the intersecting roadway. <br />Since the intersecting roadway is a county road under the <br />_ <br />jurisdiction of Ramsey County and Anoka County, it would <br />seem appropriate that those counties also share in the cost <br />of the maintenance and operation of the signal lights and <br />streetlights. I have discussed this matter with Richard <br />Johnson, City Manager for the City of Blaine and he has <br />-- <br />agred with this position. Therefore, Staff would recommend <br />v' <br />that a letter be Sent to the Minnesota Department of <br />Transportation advising them that we will accept responsi- <br />bility for only 25% of the cost of these items with the <br />other 759 being split equally between the City of Blaine and <br />Ramsey and Anoka Counties.
