Unfortunately, <br />a drafting error prohibited metropolitan cities from enacting these <br />restrictions. In 1985, the legislature acted to allow metropolitan <br />communities to impose reasonable time and distance requirements for <br />volunteer firefighters. <br />The result of the 1984 and 1985 legislative actions is a situation <br />wnere metropolitan communities still cannot impose reascnable time <br />and ais`_ance requirement:, for their police officers, paid <br />firefighters, or any employee, with the exception of volunteer <br />firefighters. <br />The League recommends that the legislature grant metropolitan cities <br />the same authority granted non -metropolitan cities to impose <br />reasonable time and distance requirements where the city can show a <br />demonstrated job -related necessity. Because these requirements must <br />rJass this difficult test Pnd directly affect the public safety of the <br />community, these requirements should, under no circumstances, be <br />considered as mandatory subjects of collective bargaining. <br />GLP-il one Class of Bleer/Wina 1h Grocery Store (B) <br />The establishment of one class of beer in Minnesota would cause <br />substantial problems in controlling the sale of beer in filling <br />stations, grocery stores, drug stores, and elsewhere where 3.2 beer <br />is presently sold. Also, 3.2 on -sale establishments would be selling <br />strong beer in competition with on -sale liquor establishments and <br />municipal liquor atores. <br />GLP-12 Firefighter Certification (B) <br />Recent proposals to establish a state professional qualifications <br />board charged with certifying both voluntary and full-time <br />firefighters, are unnecessary to assure proper training of local <br />firefighters and could too easily be changed into mandatory <br />certifications programs. <br />The League supports efforts by the state to make training programs <br />more readily available for local firefighters as well as financial <br />assistance by the state to encourage local governments to provide <br />additional training for firefighters. <br />_P9_ <br />
