GLP-16 Social Investing (C) <br />Without each employee's consent to other priorities public employee <br />pension funds should oe invested solely for the purpose of maximizing <br />investment return. <br />Investment management responsibility for public employee pension <br />reserves should be removed f-,m .,he state Board of Investment and <br />lodged in a politically independent board the membership of w:.ich is <br />limited to persons qualified to manage investment portfolios for <br />large pension programs. <br />GLP-17 Emergency Medical Services (C) <br />Cities as a group are the single largest provider of ambulance <br />services in the state and form a vital part of the network of <br />emergency services. To maintain &nd improve the emergency services <br />network for all residents of the state, the legislature must provide <br />funding for training and equipping emergency medical personnel. State <br />grants and aids should !-a available to enable all cities to ha e <br />access to adequate emergency medical services. Additionally, with the <br />increasing interest in paramedic services, the legislature should <br />( assist in providing easily accessible training on a statewide basis at <br />minimum cost in order to meet appropriate qualifications. <br />GLP-18 Towing of Abandoned Vehicles (C) <br />ci <br />Minnesota Statutes 465.75 prchibits a private vehicle tower from <br />removing a motor vehicle from private property unless he has the <br />permission of the owner of the vehicle or of the owner of the <br />property. While t:iis statute intended to prohibit hawkish towing <br />companies from improper towing practices is laudable, the <br />ramifications of the law go too far. <br />Cities are authorized to impound abandoned motor vehicles and <br />Minnesota :statutes 168B.04 provides a detailed process to accomplish <br />the removal of health hazards and eyesores. Unfortunately, the recent <br />legislative act could LC construed to prohibit cities from utilizing <br />private towers to remove and impound abandoneC or junked automobiles. <br />Cities could be forced to use its own employees and equipment because <br />it is not "in the business of towing." The law should be amended by <br />adding an exclusion for private towe who act at the direction of a <br />city following the procedures prescribed in hinnesota law. <br />-31 - <br />
