Conditional <br />2. and safeguards against changes in <br />zoning provides added flexibility <br />development proposals. Cities should be authoriz•:d to use <br />conditional zoning at the discretion of the local government; <br />3. Requiring that Toning controls be consistent with the <br />comprehensive plan. The courts have used inconsistencies between the <br />plan and ordinances that almost inevitably result to compel <br />rezonings. As a result, the legislature clarified that zoning <br />ordinances will control in situations where uses in the two documents <br />are not consistent. This apparently has solved the problem and <br />should be retained; <br />4. The fringe area growth proposal. This proposal would allow any <br />single local government unit to force the creation <br />governaland joinwithin a <br />advisory board to review existing <br />quarter mile of the city boundaries and existing controls that govern <br />land within ti-to miles outside the city limits.
