The legislature should restore the bikeway grants program in order <br />to promote safety in a growing recreational activity. <br />9. The League opposes legislation allowing truck tractor and trailer <br />combinations of up to 110 feet on Minnesota M ghways due to the <br />public entity ate' 4.nfrastrncture cost problems caused by these <br />trucks, such a:. -tracking of rear wheels, acceleration -distance <br />needs, and tima and distance required for passing. <br />10. The legislature should authorize cities to establish, at their <br />option, a road access charge to be levied on an area or per lot basis <br />at the time the subdivisions are approved, similar to park dedication <br />fees, or, on existing open lots when a building permit is issued. <br />Growing communities are finding it i-creasingly difficult to finance <br />construction of facilities needed for new residential, commercial, <br />and industrial development. Assessment to developing prcperty f.;r <br />sewers and streets directly benefitting that property is a long <br />standing legal option, and is the most prevalent method used. <br />However, there are often major streets that need to be constructed <br />leading to new developments. Under current law, only the abutting <br />benefitted property can be assessed, and then only to the degree of <br />benefit, which in most cases is no: nearly enough to pay for an <br />upgraded roadway that services a larger population. The legislature <br />has recognized similar situations and authorized charges to provide <br />facilities not directly abutting the affected property. The most <br />common is park dedication fees on a per unit or areas basis. The <br />MWCC sewer availability charge is another simtlar fee. <br />LUEET-4. Solid and Hazardous Waste Management (S) <br />The League supports state programs designed to minimize or eliminate <br />The problem of regulating, controlling, and disposing of solid and <br />hazardcus waste will be one of the major environmental issues of the <br />next decade, both nationally and locally. Major state legislation <br />addressing this issue has been enacted annually since 1980. These <br />acts responded to the concerns and issues raised by the League and <br />local government, and we commend the legislature for its actions. <br />The existing waste management and control system for the handling and <br />disposal of hazardous materials centralizes responsibility at the <br />- 43 - <br />
