FL 6 Underground Storage Tank Regulations (cont'd) /^ <br />does not offer cities such an exemption, it is imperative that the NLC <br />assist EPA in the development of self-inserance criteria which would <br />include cities. <br />City government is immediately accountable to the public, and city <br />officials are expected to deal with emergencies. Most cities can and <br />do routinely establish contingency funds to handle unanticipated costs <br />associated with such occurrences. For damages requiring expenditure <br />of additional funds for clean-up activities, cities have the authority <br />to tax, borrow and issue bonds to cover such expenditures. <br />Along with NLC, the League of Minnesota Cities supports EPA proposed <br />technical standards designed to prevent leaks and to quickly detect <br />those that occur. Incentives for cities to comply with such standards <br />are sufficient and should convince EPA to exempt them from financial <br />responsibility requirements. <br />FL-7. Pipeline Safety <br />of particular concern to Minnesota cities are provisions in <br />federal legislation that authorize implemen�ation of the state pipeline <br />safety program, including the certification of state pipeline <br />inspectors to conduct federal inspection duties for interstate <br />pipelines located in the state.
