FL-8. Clean Air Act Compliance (cont'd) r" <br />Further, the League views federal action as necessary to reduce mobile <br />sources of pollution. More stringent motor vehicle emission <br />standards, along with development of alternative fuels and regulations <br />of gasoline vapor recovery systems, are needed along with vigorous <br />efforts to ensure that motor vehicles comply with mobile source <br />standards while vehicles are in use on city streets. <br />FL-9. Essential Airline Service <br />The program must continue to be funded until 1988 at the current level <br />of support ($28 million), until a revised program can be implemented. <br />A new Small Community Airline Service Program should be established <br />which would include a higher level of basic service to foster and <br />proAote passenger use and to enable cities to enhance services by <br />sharing the costs of those service improvements. The program should <br />maximize the potential of generating the capacity of such service to <br />handle increased long -haul traiii, and to permit new cities to <br />participate in the program. <br />The Essential Airline Service Program established in 1980 to ensure C i <br />that smaller cities would continue to have air transportation �J <br />services, must be continued beyond 1988 for an additional period of at <br />least ter. years. Federal funding to support needed air carrier <br />services must be available in an amount sufficient to sustain stable, <br />economic and reliable service. <br />A balanced air transportaticn system must address the needs of all types <br />of cities and require an improved scheduling of air transportation for <br />small- and medium-sized cities ar part of the national transportation <br />system. The program must help encourage development of self-sustaining <br />air service as well as to provide financial assistance where support is <br />needed. Both travel schedules and equipment must be upgraded to foster <br />competitive fares and increased levels of traffic. <br />FL-10. Cable Television Regulation issues <br />The League will view with interest upcoming congressional hearings <br />to review the the impact of cable deregulation on the communications (ad <br />industry, scheduled to begin in October.
