'9� in <br />^ MEMO TO: Clerk -Administrator and City Council <br />4 FROM: City Planner Herman <br />DATE: November 3, 1987 <br />SUBJECT: VACATIOND <br />UTILITY NEASEMENTS WITHIN OF SKIBA ,VACATED YRIGHTEOFAWAY <br />OF RAYMOND AVENUE <br />Everest Development, Ltd., has petitioned to vacate Skiba Avenue, <br />Liberty Street and utility ez_�ments within the previously <br />vacated right-of-way of Raymond Avenue in order to develop the <br />Mounds View Business Park in accordance with the approved general <br />development plans. Future utility easements and roadways located <br />within the Park will. be established as part of the Development <br />Agreement negotiated by the City. Therefore, it would be Prudent <br />to not allow these vacations to take effect until the development <br />agreement for Mounds View Business Park is approved. <br />The City of Mounds View Charter states in Section 12.06 that the <br />Council may by ordinance vacate any street or alley. <br />First <br />published notification and a public hearing must be held.
