�tcA' 3 <br />MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK-ADMINISTRATO <br />DATE: OCTOBER 7, 1987 <br />SUBJECT: POLICY ON ACCESS TO PUBLIC DOCUMENTS <br />As I had recently indicated to you at the October 5th Agenda <br />Session, City Staff has recently experienced some difficulty with <br />respect to public access to documents which have been classified <br />as public and are in the possession of the City of Mounds View. <br />Essentially, Staff is concerned that individuals wishing to view <br />original documents might be inclined to damage or abscond with <br />these documents due to the fazt that Staff is unable to maintain <br />strict vigilance of their activities while they are rovi.ewing <br />the documents. Also, Staff has experienced difficulties with <br />individuals requesting copies cf documents and, when theyar <br />provided, challenging us with the fact that we have not provided <br />the documents we are inrefhey have documentseisecurrentlynunclearuwith <br />policy regarding copying o <br />respect to the charging of staff <br />uanr.itieslofidocumeptsvare obeing <br />copies of documents when large q <br />requested. <br />With that in mind, Staff has prepared Resolution No. 2248 for <br />your consideration which would address those problems andof <br />concerns voiced above and, hopefully eliminate the types <br />consideration of h difficulties ofthisave erexperienced in erecent <br />solution wouldbeappreciated,your <br />DFP/mjs <br />NJ <br />
