MEMO TO: <br />�1 FROM: <br />DATE: <br />SUBJECT: <br />MAYOR AND CITY COUNCIL <br />CLERK -ADMINISTRATOR <br />OCTOBER 6, 1987 <br />DOG LICENSING AND IMPOUNDING <br />Attached please find a letter from Dr• Keiththree iesues relating <br />dges of the <br />Brighton Veterinary Hospital regarding s• It is es under - <br />to the licensing and impoundment of dog <br />my <br />standing from this letter that Dr. Hedges is proposing some <br />new procedures in order that there be consistency <br />on,mong the <br />practices of the three cities, namely <br />New Roseville and Mounds View who currently use his facility for <br />their animal control services. <br />1, Dr. Hedges suggests that the Brighton Veterinary <br />Hospital be authorized co collcct all fees relating <br />to the impoundment of animals. Currently, thehe <br />veterinary hospital col ofcanimals impoundedtbytthe <br />treatment and boarding <br />cities, however, the cities individually collect <br />any penalties levied against the animal owners. <br />To allow the Brighton Veterinary Hospital <br />to <br />collect our impound fees would beto allow them to would require <br />serve as an agent of the City• <br />that the Council authorize such acts n and that <br />Brighton Veterinary Hospital p a record <br />appropriate bonds as well y with <br />as establishing <br />keeping system to ensure tY, t the City is receiving <br />all fees receipted. <br />At this time, Staff is unaware of any complaints <br />from animal owners regarding the procedures <br />currently being followad and would suggest that <br />changes in current procedures are not needed at <br />this time. <br />2. The Brighton Veterinary Hospital further suggests <br />that they be empowered to issue dog licenses for <br />all cities with a $2.00 surcharge being levied for <br />their costs. Again, should the City approve such <br />a proposal Brighton Veterinary Hospital would <br />have <br />to be authorized to do so and submit appropriate <br />ities to the City as well as <br />bonds and other secur <br />maintaining appropriate records. At thise osalon <br />Staff would recommend against such a Prof to <br />the basis that current practices do not appear <br />be causing any difficulties. <br />3. The final suggestion is that the City of Mounds <br />View publicize the clinic's adoption program for <br />unclaimed animals which provides a $44.00 fee for <br />
