Foreword <br />one of the most important purposes of the League of Minnesota Cities is to <br />serve as a vehicle through which cities can define common problems and develop <br />policies and proposals to solve them. <br />To accomplish this purpose, the League has a three -step process: <br />First, legislative study committees of city officials study the issues and <br />propose policies to address issues. They assign priorities according to <br />importance. <br />Second, the Leagues Legislative Comittee reviews the policies and <br />priorities and makes any changes the comittee members deem necessary. The <br />Legislative Committee consists of the LMC Board of Directors and the chairs of <br />the legislative study committees. <br />Third, representatives of all member cities meet at the annual Policy <br />Adoption Meeting tc adopt the policies. Amendments to the policies are possible <br />with a two-thirds majority of those voting on the issue. <br />The policy statements and legislative proposals in this publication are the <br />result of that process. They provide the LMC Board of Directors and staff with <br />guidance when testifying before legislative committees and tat-iug other actions <br />with legislative or policy implications. <br />Priority designation of the policy is in parentheses at the end of the <br />po!title. The study committees developed the priorities and the Leg'-sla:ive <br />Co .ttee reviewed them and, in some cases, modified them. <br />The priorities give additional guidance to the LMC Board and staff in <br />implementing the League's legislative program. <br />"A" priority indicates a major issue, where the League would introduce <br />legislation or would work actively with other groups to seek new laws and <br />regulations. <br />"B" priority indicates items that are important to cities but whore the <br />League would probably spend substantially less time unless the Legislature or <br />other groups mounted a major effort to which LMC had to respond. While the <br />League might initiate legislation on B priority items, these would be relatively <br />non -controversial items, or those where most of the research has already been <br />completed. <br />"C" priority indicates items where the League would respond only when other <br />groups wise the issue. <br />-i- <br />
