MEMO TO: MAYOR AND CITY CUUNC <br />FROM: CLERK -ADMINISTRATOR <br />DATE: February 12, 1986 <br />SUBJECT: AIDS Resolution Proposed By Russell Pahl <br />Attached to this memorandum is the resolution prepared by <br />Mr. Russell Pahl and presented to you at the February 9th <br />Council Meeting. Also attached is a four page summarization <br />of information Mr. Pahl has collected and requested be <br />distributed to the City Council for your consideration <br />during your discussions regarding his resolution. <br />Pursuant to Council direction, Staff contacted the Minnesota <br />Department of Health, Epidemiology Department, which has an <br />office specifically assigned to addressing AIDS (Acquired <br />Immune Deficiency Syndrome) in the State of Minnesota. In <br />conversations with Mr. Richard Denila of that office, the <br />following information has been gleaned. <br />During fiscal year 1986 the State of Minnesota <br />budgeted $900,000 and received $300,000 from the <br />Federal Government for their AIDS Program. It is <br />anticipated that there will be a substantial <br />increase in that level of funding in fiscal year <br />1987, however, no commitments have been made <br />regarding federal or state funding levels at this <br />time. <br />The emphasis of the State Program has been on edu- <br />cation, particularly directed towards target groups <br />which is gay men, pregnant women, prostitutes and <br />youth. <br />The State has counseling and testing sites in five <br />locations throughout the State of Minnesota. <br />As seems to be the case with the Federal Government's <br />efforts at this time, particularly those of Surgeon <br />General C. Everett Koop, M.D., the major focus of the <br />State is prevention of infection. <br />Finally, attached to this memorandum are two brochures <br />provided by Mr. Denila and have been prepared by the U.S. <br />Public Health Service. These brochures contain general <br />informational facts about AIDS and should answer most <br />questions regarding tho disease itself. <br />Staff has reviewed the resolution proposed by Mr. Pahl and <br />is not taking any position with respect to recommending <br />action on the proposal. Staff would, however, point out <br />that Mr. Pahl's proposal contains a statement in the third <br />paragraph whereby the City supports Federal or State action <br />
