/` 4 MEMO TO: City Council Clerk -Administrator Public Works/Community Development Director FROM: Assistant Building Inspector 11offman ry DATE: January 12, 1987 J� SUBJECT: RESOLUTION NO. 2166 REVISING PERMIT FEES For the. past 4-1/2 years, building permit fees within the City of Mounds View have remained unchanged. The permit fee table that the City presently uses for general building permits is from Table 3-A of the Uniform Building Code (UBC), 1982 Edition. The UDC is a model Building Code produced by the International Conference of Building Officials. Every three years an updated and revised edition is published. The Minnesota State Building code is based on the UBC. After a new edition is published, the State goes through a amendment process modifying portions of the UBC to better meet the conditions and requirements of the State. The amendment process varies in time from one edition to another. For the 19B5 UBC, the process has been two years. On February 19, 1987, the 1985 UBC, with State amendments, will be adopted as the State Building Code, including Table No. 3-A. This table has been revised since the 1982 edition to reflect the increase in costs that have occurred. The revised table increases the minimum fee from $10.00 to $15.00, adds another catagory for buildings with a valuation over $500,000, as well as a general increase in the fee throughout. For a typical single family house with 2 bedrooms, unfinished basement and a 2-car garage, the building permit fee, based on a $70,000 valuation (building value only) presently is $343.00. Using the revised table, the fee would increase to $504.50. Attachment #1 is a survey that was compiled by the North Star Chapter of the ICBO for informational purposes to determine what direction metropolitan cities were going in regards to adoption of the 1985 UBC permit fees. The survey was distributed without City names being included. The results are that most cities have or -ill be adopting the revised building permit fee schedule. The City of Mounds View's permit fee schedule also includes fees for a number of specific construction items that do not directly fall under the valuation table. These include items such as driveways, fences, reshingling, plumbing and heating. In Resolution No. 2166, staff has proposed that these fees also be raised. Most have been increased an average of 20 percent. The proposed fees are intended to adjust for increases due to inflation over the past 4-1/2 years as well as to "round off" some fee amounts.
