/` <br />4 <br />MEMO TO: City Council <br />Clerk -Administrator <br />Public Works/Community Development Director <br />FROM: Assistant Building Inspector 11offman <br />ry <br />DATE: January 12, 1987 J� <br />SUBJECT: RESOLUTION NO. 2166 REVISING PERMIT FEES <br />For the. past 4-1/2 years, building permit fees within the City of <br />Mounds View have remained unchanged. The permit fee table that <br />the City presently uses for general building permits is from <br />Table 3-A of the Uniform Building Code (UBC), 1982 Edition. <br />The UDC is a model Building Code produced by the International <br />Conference of Building Officials. Every three years an updated <br />and revised edition is published. <br />The Minnesota State Building code is based on the UBC. After a <br />new edition is published, the State goes through a amendment <br />process modifying portions of the UBC to better meet the <br />conditions and requirements of the State. The amendment process <br />varies in time from one edition to another. For the 19B5 UBC, <br />the process has been two years. On February 19, 1987, the 1985 <br />UBC, with State amendments, will be adopted as the State Building <br />Code, including Table No. 3-A. This table has been revised since <br />the 1982 edition to reflect the increase in costs that have <br />occurred. <br />The revised table increases the minimum fee from $10.00 to <br />$15.00, adds another catagory for buildings with a valuation over <br />$500,000, as well as a general increase in the fee throughout. <br />For a typical single family house with 2 bedrooms, unfinished <br />basement and a 2-car garage, the building permit fee, based on a <br />$70,000 valuation (building value only) presently is $343.00. <br />Using the revised table, the fee would increase to $504.50. <br />Attachment #1 is a survey that was compiled by the North Star <br />Chapter of the ICBO for informational purposes to determine what <br />direction metropolitan cities were going in regards to adoption <br />of the 1985 UBC permit fees. The survey was distributed without <br />City names being included. The results are that most cities have <br />or -ill be adopting the revised building permit fee schedule. <br />The City of Mounds View's permit fee schedule also includes fees <br />for a number of specific construction items that do not <br />directly fall under the valuation table. These include items <br />such as driveways, fences, reshingling, plumbing and heating. In <br />Resolution No. 2166, staff has proposed that these fees also be <br />raised. Most have been increased an average of 20 percent. The <br />proposed fees are intended to adjust for increases due to <br />inflation over the past 4-1/2 years as well as to "round off" <br />some fee amounts.
