1 1I <br />MEMO TO: MAYOR AND CITY COUNC <br />FROM: CLERK-ADMINISTRATO <br />DATE: FEBRUARY 23, 1987 <br />SUBJECT: KNOLLWOOD DRIVE EXTENSION <br />The City has once again received a petition, copy attached, from <br />property owners along Spring Lake and Groveland Road for public <br />improvements in the area of what has become known as the Knoll - <br />wood Drive Extension. <br />Prior to responding to this petition, Staff wishes to determine <br />the position of the City Council regarding the conditions under <br />which public improvements would be undertaken by the City for the <br />extension of Knollwood Drive. <br />The last time this issue came before the City Council was in <br />September of 1985 when the Council determined that the Knollwood <br />Drive extension road pattern would be as shown in the attachment <br />to the petition. This decision was made on the basis of an <br />engineering evaluation performed by Steve Thatcher which <br />determined that water and sanitary sewer looping would best be <br />accomplished by connection to Sherwood Road at the intersection <br />with Groveland Road and that an extension of Knollwood Road onto <br />Spring Lake Road near Highway 10 would be unacceptable due to the <br />proximity of the intersection to Highway 10. Council concurred <br />with the recommendations of Mr. Thatcher at that time and further <br />directed Staff, and advised the residents of the area, that <br />public improvements would not be authorized by the City until <br />such time as their petition was received by the City with 100% of <br />the property owners involved requesting the improvements and <br />agreeing to assessment for said improvements. <br />Due to the fact that the petition currently before the City is <br />not signed by 100% of the property owners impacted by this <br />proposed project, Staff is bringing it before you once again to <br />determine whether you still hold to the direction given in 1985 <br />or wish to take a different position at this time. <br />Your direction in this matter would be greatly appreciated. <br />DFP/mjs <br />Attachments: <br />
