MEMO TO: Mayor and City Council <br />FROM: Brian Hoffman, Engineering Technician/Bldg. Inspector ( p <br />DATE: February 26, 1987 <br />SUBJECT: HIRING OF CARL NORLANDER ON CONTRACT FOR <br />BUILDING OFFICIAL <br />The Minnesota State Building Code requires that within a <br />municipality which has adopted the State Building Code, <br />a state certified building official must be appointed. This <br />person may be either an employee of the City or employed on a <br />contract basis. A Class I certified building official may be <br />appointed for one and two family residential construction. Class <br />II certification is required for all ether construction. In <br />order that the City may meet these requirements, Staff has <br />interviewed Carl Norlander who holds a Class II certification. <br />Carl Norlander retired from the Minnesota State Building Code <br />Division in 1981 and has recently been working on a part-time <br />contract basis with the City of Blaine. Carl's previous <br />experience was as Building Official for the City of Champlin. <br />Carl's contract with the City of Blaine has now ended, and he has <br />agreed to work for the City of Mounds View under the following <br />conditions: <br />1. That he be hired as an independent contractor. <br />2. That he work a minimum of 8 hours per week, <br />divided into two 4-hour days, preferably mornings. <br />3. That his hours worked would not exceed 10 per week. <br />4. That his rate of pay be $12.50 per hour. <br />The above conditions will meet the needs of the Department on a <br />temporary basis, and the rate of pay is very reasonable for a <br />Class II building official to work under. contract. Carl's work <br />here would involve doing plan review, working as a consultant <br />with Staff on building issues, and taking phone calls regarding <br />building issues that would come in during his hours here in the <br />office. Carl would prefer to stay in the office and allow Staff <br />to perform the majority of the field work. This arrangement <br />would work well with Staff. Carl has been informed that this is <br />a temporary appointment for six months. <br />RECOMMENDATION: Staff recommends that Carl Norlander be hired on <br />a contract basis for a period of 25 weeks under the above <br />conditions. <br />BH/bac <br />
