`- 5 <br />MEMO TO: MAYOR AND CITY COUN(I � D P ANNING COMMISSION <br />FROM: CLERK—ADMINISTRA' <br />DATE: MARCH 4, 1987 <br />SUBJECT: DEVELOPMENT REVIEW GUIDELINES <br />An issue that has become crystal clear to City Staff during the <br />past few weeks in light of recent changes within the'City's <br />organization, as well as the signficant number of development <br />proposals being dicussed and/or presented to the City Council <br />for action, is the need for some organized means for Staff review <br />of development proposals prier to presentation of these proposals <br />to the Planning Commission and/or City Council. It is felt that <br />such a review by all appropriate Staff members at the earliest <br />possible date will have a significant positive effect upon <br />Staff's ability to identify any possible problems with a proposal <br />and address those items with the Developer at the earliest <br />possible date. <br />With that in mind, Staff has prepared the attached Development <br />Review Guidelines which we propose to implement at the earliest <br />possible date In order to improve the current process for <br />reviewing developments as well as ensuring that all interested <br />parties have had the opportunity to comment on a development <br />proposal prior to it progressing to far along the approval <br />process. <br />Should there not be any objections to implementation of the <br />program, Staff intends on formally implementing these guidlines <br />on April 1, 1987.
