g <br />DOCKETS UNIT <br />PAGE TWENTY-TWO <br />MARCH 24, 1987 <br />As a "one call" system is currently required for gas pipe- <br />line system operators and appears to be a reasonable means <br />for dealing with incidents of this nature, a requirement <br />that hazardous liquid pipeline operators make use of such <br />a system would not appear to be unreasonable. <br />Questions: <br />(a) Should "one call" systems be required to the exclusion <br />of alternative programs? <br />Response: <br />The Minnesota Governur's Commission on Pipeline Safety <br />evaluated various options to improving the means by <br />which agencies are notified of excavation occurring <br />in the vicinity of a pipeline or the failure of a <br />pipeline and concluded a "one call" system is the most <br />efficient and effective. In fact, systems that could <br />be adapted for this purpose are currently available <br />throughout the nation. <br />(b) Should participation be required in areas of low <br />population, such as class 1 and 2 locations for <br />gas pipelines or rural areas for hazardous liquid <br />pipelines, where the cost of participation may exceed <br />the potential benefits? <br />Response: <br />Participation should be required for operators of all <br />types of pipelines as well as variout utility system <br />operators. A system of this nature is not just designed <br />to limit hazards to the public but also the environment <br />which is an irreplaceable resource and, therefore, <br />participation should be required irrespective of the <br />location of the pipeline. <br />18. Fro osal: <br />Provide for increased federal oversight in design and <br />construction of pipelines. (HR 262) <br />Study the need for certification of pipeline and <br />construction personnel. (MN REP REC. 5.6) <br />Response: <br />Federal regulation of pipelines exists out of concern that <br />such systems are safe and do not pose a threat to the public <br />or the environment.
