m t(D <br />MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: MARCH 31, 1987 ow <br />SUBJECT: SPRING LAKE PARK COMMERCIAL DEVELOPMENT PROPOSAL <br />As you may recall, the City of Mounds View received a Notice <br />of Public Hearing from the Spring Lake Park Planning <br />Commission regarding a proposal from L. S. Black <br />Constructors for the development of a neighborhood <br />commercial center with self-service gasoline station on the <br />commercial property directly west of the Mounds View City <br />Limits and north of Highway 10. <br />I was contacted by a resident of the City on Pleasantview <br />Drive regarding the proposed development and the concerns he <br />has over this project after attending the March 23rd Public <br />Hearing. As a result of this telephone conversation which <br />led me to believe that there might be some problems with <br />this project as it relates to the existing drainage problem <br />in the area, I reviewed the plans for this development at <br />Spring Lake Park City Hall. <br />After reviewing the plans and the Staff Report on them, I <br />believe it is premature to draw any conclusions regarding <br />the possible exacerbation of existing drainage problems to <br />the fact that the plan did not contain a drainage plan and <br />the Planning Commission tabled further action on the item <br />pending submittal of an acceptable drainage plan by the <br />developer. <br />The Public Hearing was continued to April 13th for consi- <br />deration of this item as well as various other requests for <br />modification made by the City's engineering firm. <br />Information contained in the Spring Lake Park files not <br />regarding the specific project but as it relates to MnDOT's <br />plans to close -off the intersections of 83rd Avenue and <br />Pleasantview Drive with Highway 10 and construct an inter- <br />section in between these two locations, copy of plan <br />attached as Exhibit A, did concern me and I am bringing it <br />before you at this time for your consideration and comment. <br />Review of City files reveals that the last proposal received <br />by the City, copy attached as Exhibit B, called for a <br />modified intersection at Pleasantview Drive and Highway 10 <br />as well as the closure of the 83rd Avenue and Highway 10 <br />intersection. Although there was some opposition to this <br />proposal by residents on Pleasantview Drive no final action <br />was taken by the City with respet to this proposal nor was <br />it requested by MnDOT or the City of Spring Lake Park. <br />Discussions with Spring Lake Park Clerk -Administrator Don <br />Busch, however, indicate that MnDOT has revised their plans <br />for a signalized intersection in this area because, in their <br />words, "The City of Hounds View rejected all previous <br />proposals." <br />
