PLEASE CALL ME BEFORE WEDNESDAY, APRIL 8, TO LET ME KNOW THE NUMBER <br />AND NAMES OF CITY OFFICIALS FROM YOUR CITY WHO WILL ATTdND THIS <br />IMPORTANT MEETING. <br />The League is urging that federal programs for cities be maintained at <br />current (1987) levels. While city officials acknowledge an obligation <br />to aid in the reduction of the federal deficit, it is clear that <br />cities have already <br />andayetotherry a federalsdeficitihastely actuallyyburden f <br />increased <br />over the same period. <br />Please provide the following information where applicable and have <br />such data available for Representative Vento on April 10 or be sure <br />to mail a complete analysis to him as soon as possioie to let him <br />know how your city has been (and will be) affected by federal cutbacks: <br />1.. The amount of GHS your city received last year (1986) and the <br />effect tn— elf that revenue source on your city during the <br />next biennium 1987-89). <br />The amount of Communit Develo ment Block Grant funds your city <br />received n 19 b an how those funds were used. Information on <br />COBG funds available to the city over the last 6 years (since <br />1981).would also be helpful. In that regard, it is important to <br />demonstrate the extent of the decline in the amount of federal <br />aid available during that period. <br />3. Costs of complying with federal mandates such as extension of <br />Medicare coverage; accelerated Social Security payments; Fair <br />Labor Standards (FLSA); municipal bond restrictions and increased <br />reporting requirements; etc. Be sure to account for and specify <br />the administrative and personnel problems and increased costs <br />created by the changes in many of these areas in recent years. <br />4. Effect on our cit of anr further loss of federal aid in the form <br />of housing ass stance, airport development unds, transit <br />assistance, highway funding, wastewater treatment construction <br />grants, etc. <br />5. Com are the amount of federal aid lost as a ercent of total tax <br />revenue o the cit for services an no a the exten to which your. <br />city has replace missing federal doliars with local revenue <br />sources. Indicate extent of tax shift to local ro ert taxes. <br />Explain how Cha governor's proposed reductions in LGA and property <br />tax relief will impact your city in combination with anticipatedh <br />loss of at least 10 percent of CDBG funds; 25 percent of transit <br />assistance; along with uncertain level pf funding for housing <br />highwayoimprovements e(President rcent eReagan wide uhas gvetoed the athe st byears); <br />Surface <br />Transportation Act just approved by Congress),etc. <br />
