�� 2 <br />MEMO TO: MAYOR AND CITY COUN 2P <br />FROM: CLERK -ADMINISTRATOR <br />DATE: APRIL 8, 1987 <br />SUBJECT: ARDAN AVENUE RETENTION POND <br />As you may recall, in January of this year you directed <br />Staff to perform an evaluation of the retention pond on <br />Ardan Avenue east of Groveland Road in the backyards of the <br />properties located between 2800 and 2832 Ardan Avenue. <br />Staff has completed the evaluation of the situation and <br />determined that the problem is now limited to the properties <br />located at 2832, 2834 and 2816 Ardan Avenue due to the <br />filling that has occurred on these properties. These <br />property owners have done extensive filling in their back- <br />yards which has essentially compounded the problem which <br />existed prior to this filling occurring on a 40 foot <br />drainage easement held by the City. Attached is a map <br />outlining the elevations that currently exist in the <br />easement area as a result of surveying performed by City <br />Staff. You will note that the property identified as Lot ¢2 <br />is of a higher elevation than Lot 41 thus pushing water from <br />their property onto another property which has resulted in <br />the "war" going on where the individual property owners are <br />attempting to add more fill to their yards to prevent the <br />water from getting onto their properties. <br />In reviewing the current situation, Staff has determined <br />that the runoff from these three properties going into their <br />backyards is limited to the runoff from the rear half of <br />their houses and sideyards as well as their rearyards. This <br />runoff is of such a limited nature that a retention pond 22 <br />feet wide and 6 inches deep could retain all of the storm <br />water runoff from these three properties without negatively <br />impacting upon the houses or the Ardan Avenue storm water <br />drainage system. Attached to this memorandum is a design of <br />the system proposed by Staff at this time. Although <br />creation of this 22 foot wide and 6 inch deep retention <br />basin would require a certain amount of excavation to <br />correct the filling that has occurred on these three <br />properties, it -would be of a minimal nature and ultimately <br />could correct problems created by the filling that has been <br />done by each property owner. <br />To accomplish this retention basin and resolve the <br />difficulties the neighbors are experiencing among themselves <br />as well as with the City of Mounds View, Staff would <br />recommend the following: <br />1) The City contract with a reputable contractor <br />experienced in grading to regrade these three <br />lots such that neither is causing storm <br />
