The Union has requested that <br />employees be paid a percentage above their base rate <br />of pay for maintaining employement with the City <br />after 5, 10, 15, 20 and 25 year increments. Statt <br />would recomend this item be rejected on the basis <br />that longevity language has been determined to be <br />part of the Master Labor Agreement negotiated with <br />the Metropolitan Area Management Association. Any <br />agreement on our part to include language such as <br />this in our local addendum would weaken the <br />provisions of the Master Labor Agreement. <br />4. Vacation Benefits. The Union has requested that the <br />City's current vacation allowance be modified to <br />provide that an employee working with the City after <br />15 years of continuous employment continued to have <br />an increase in their vacation allowance to a maximum <br />of 5 weeks and 2 days at the end of 20 years of <br />service. As is the case with holidays, it has been <br />the practice of the City to provide vacation <br />benefits consistently for all employees of the City <br />and any increase in vacation benefits would place a <br />significant burden upon the City both financially <br />and with respect to being able to provide an <br />adequate level of service while allowing employees <br />the opportunity to take vacations within reason. 1 <br />would recommend the Council reject this request. <br />5. Step System for Upgrading Maintenance I Employees. <br />It has been determined that any system for upgrading <br />employees hired under the Maintenance I classifica- <br />tion to the Maintenance II classification would be <br />part of a Master Labor Agreement unless the system <br />is based upon some type of performance standard. <br />Obviously, the Union does not propose a performance <br />standard and, therefore, this item should be <br />rejected. <br />6. Water and Sewer License Bonus. This item has also <br />been requested in the past by this Union and been <br />rejected by the City on the basis that the City pays <br />for the license and training of the employees to <br />obtain these licenses as well as'time off during <br />working hours to maintain their license. <br />Admittedly, the City is required by the State to <br />have licensed water and sewer system operators on <br />staff, but 1 do not feel that this should be used <br />against the City to require that we pay an employee <br />an additional wage for such licensing.
