The Bill would give city's the authority <br />to require owners to compensate mobile home <br />residents for reasonable relocatdon costs which <br />would expose City's to an unspecified liability or <br />if any individual or group feels that they have been <br />disadvantaged by the Council's actions. Staff does <br />not feel it would be appropriate for City's to <br />become involved in actions of this nature and would <br />recommend opposition to this legislation. <br />3) Both the Senate and the House are considering <br />amendments to Chapter 210A, the Fair Campaign <br />Finance and Disclosure Act which would require <br />candidates for municipal office who receive more <br />than $250 in a calendar year to submit a report to <br />the City Clerk after the candidate receives or makes <br />disbursements of more than $250 and would require <br />that these reports continue until a report has been <br />filed on the final transaction of the candidate or <br />committee. This legislation is a prime example of <br />an unfunded mandate in that the State Legislature �.• <br />would mandate that City Clerk's maintain these <br />records with no funding being provided by the State <br />Legislature to establish the system or maintain the <br />records in an adequate way, nor does it protect City <br />Clerk's from any financial liability should an <br />individual determine that a candidate has not filed <br />the appropriate records. <br />Staff suggests City opposition to this item on the <br />basis that no funding or exclusion from financial <br />liability is provided by this legislation. <br />4) The Minnesota House has adopted a budget resolution <br />which establishes the following four budget <br />priorities: <br />a) $40 million more for education, <br />b) $50 million for the renters credit and <br />circuit breaker property tax relief <br />programs and an undisclosed amount targeted <br />for property tax relief for commercial and <br />industrial property, <br />c) $45.9 million transfer for motor vehicle �, <br />
