The relative impact of these emissions can be evaluated In the light of <br />vehicle emission which already occur near the site (primarily from vehicles <br />travelling along TH 10). While exact values for Hydrocarbon emission are not <br />available for Minnesota vehicles, A value of 10 grams/mile is estimated to <br />represent the mix of automobiles and trucks which travel TH 10. This assumes <br />hydrocarbon emission to be only 20t of carbon monoxide emissins and Is based <br />upon the MOHILE3 emissions model developed by the U.S. EPA. <br />Since pollutant concentrations along the roadway at intersections can be <br />attributed to free -flowing as well as queueing traffic, it is estimated that <br />approximately 1900 grams/hour are emitted near the intersection of TH 10 with <br />Silver Lake Road, due to the vehicles travelling along these roadways. Thus, <br />normal peak, hour emissions at the site are considerably higher than what can <br />be expected from storage tank filling or normal operations at the station. <br />The primary effect of hydrocarbon emissions is the creation of ozone rather <br />than direct health effects caused by carbon monoxide or other toxic <br />pollutants. An ongoing Study along TH 10 to the south of the study site has <br />shown carbon monoxide levels to be well below state ambient air quality <br />standards. Since the metropolitan area is no longer designated a non - <br />attainment area for ozone, strict controls on hydrocarbon emissions are not <br />required on service stations or other minor sources evaporative emissions. r, <br />Contact with the Minnesota Pollution Control Agency Indicates that no problems <br />have been encountered with service stations of the type considered here in <br />terms of toxic or odor emissions. It is possible that an accidental spill <br />could create emissions for a short time that may create detectable odors. <br />However, it is expected that the facility will be kept clean and that any <br />spills would be treated immediately in accordance with Minnesota Pollution <br />Control Agency procedures. <br />Should problems with emissions from the facility occur in the future, methods <br />are available for controlling the evaporative emissions from storage tank <br />loading. <br />
