19 <br />MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR <br />DATE: MAY 7, 1987 <br />SUBJECT: COUNTY ROAD I RECONSTRUCTION PROJECT 87-4 <br />The purpose of this memorandum is to summarize the five <br />resolutions before you on the Consent Agenda relating to <br />County Road I. These resolutions are all required by the <br />State of Minnesota in order for the project to proceed and <br />for MSA funding to be made available for the project. <br />The first resolution, Resolution No. 2191, requests that <br />Ramsey County designate that there be no parking on both <br />sides of County Road I from Highway 10 to 35W. This is <br />consistent with the feasibility report filed by the County <br />and approved by the City. <br />The second and third resolutions, Resolution Nos. 2193 and <br />2194 approve the plans for the public improvements and the <br />right-of-way acquisition for this project and authorize the <br />Clerk -Administrator to sign those plans. The plans have <br />been reviewed by City Staff and by Dan Boxrud of SEH and all <br />of our concerns have been addressed by the engineer and the <br />County on the project. <br />The fourth and fifth resolutions, Resolution Nos. 2195 and <br />2196 request that MnDOT approve the use of MSA funds for <br />off -system improvements or right-of-way acquisition. <br />Essentially, these resolutions are required because the <br />City's MSA funds will be spent on a County State -Aid road <br />which is an off -system improvement and although it is <br />eligible, approval is required by MnDOT before the funds can <br />be expended. <br />Staff would request Council approval of call of these <br />resolutions in order that the project may stay within the <br />timelines previously established. <br />DFP/mjs <br />
