zCz� 1d- <br />MEMO T0: MAYOR AND CITY COU CIL\ <br />FROM., CLERK -ADMINISTRATOR <br />DATE: HAY 28, 1987 <br />SUBJECT: MOUNDS VIEW ESTATES PARKING <br />As I believe I have related to all of you during my negotia- <br />tions with the owner of Hounds View Estates, Joe Siwek, for <br />right-of-way and easements needed to allow the <br />reconstruction of County Road I, a condition was placed on <br />the provision of these documents by Mr. Siwek. This <br />condition is that the City agree in writing to allow him to <br />provide parking for his apartment residents in the boulevard <br />area on the west side of Jackson Drive between County Road I <br />and Groberg Street as well as directly in front of the <br />properties located at 2285 and 2275 Groberg Street. <br />In reviewing this request, Staff recollected that previous <br />analysis has been done regarding this matter and <br />recommendation was made to the City Council in 1983 as a <br />result of a study then conducted by then Public Works <br />Director John Johnson. Attached is a copy of Mr. Johnson's <br />memorandum and drawings indicating the possible parking <br />arrangements that could be provided. In reviewing these <br />documents with Police Chief Ramacher, it is Staff's <br />recommendation that the City indicate to Mr. Siwek that he <br />can place angled parking along Jackson Drive and Groberg <br />Street as shown in the drawings attached to Mr. Johnson's <br />memorandum with the following conditions. <br />1. The fences be moved the required number of feet <br />as shown on these drawings. <br />2. The area be paved with asphalt no later than <br />September 1, 1987. <br />3. The asphalt area be striped to provide the indicated <br />number of parking spaces. <br />4. The parking area be maintained on a regular basis <br />Including snowplowing and the residents be <br />prohibited from parking non -operative vehicles in <br />this area. <br />Should Council feel that this proposal is acceptable, Staff <br />will communicate it to Fir. Siwek in writing requesting his <br />counter -signature on an agreement which will include his <br />stipulation that he agrees to provide us right-of-way and <br />easements at no cost.
