V� 3 <br />MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR) <br />DATE: MAY 21, 1987 (Jv <br />SUBJECT: PARKS, RECREATION AND FORESTRY DIRECTOR <br />y MARY SAARION'S PROBATIONARY REVIEW <br />r; In .December of 1986 the City Council approved the <br />recommendation of the committee appointed to select a Parks, <br />Recreation and Forestry Director by appointing Mary Saarion <br />to that position effective December 1, 1986. Pursuant to <br />City Code, a six month probationary period has followed that <br />promotion. The purpose of this memorandum is to apprise the <br />City Council of Mary's performance during the probationary <br />period, make recommendation regarding her permanent <br />assignment to that position and recommend a position <br />description for the position of Parks, Recreation and <br />Foresty Director reflecting the changes to the position's <br />responsibility resulting from the reorganization of the <br />department. <br />Although Mary had been the City's Recreation Program <br />Supervisor for nearly nine years prior to this promotion, <br />Mary has experienced many of the burdens of being a <br />department head and handled them well. For such a "high <br />image" department, the reorganization and transition in <br />leadership has been accomplished in an almost flawless <br />manner, Where difficulties have been encountered, Mary has <br />shown she is capable of adapting herself to the situation <br />and dealing with citizens in a diplomatic fashion. This is <br />not to say that Mary hasn't had her difficulties nor has she <br />avoided mistakes, but I can comfortably say that she has <br />learned from them and become a better employee and <br />department head as a result of that learning process. Also, <br />during the reorganization the Parks, Recreation and Forestry <br />Department has functioned effectively and accomplished the <br />transition smoothly. Such would not be the case, in my <br />opinion, if Mary had been unable to make the transition from <br />Staff member to Department Mead in a smooth and cooperative <br />fashion. <br />It would be my recommendation that Mary Saarion be <br />permanently appointed Parks, Recreation and Forestry <br />Director effective June 1, 1987. <br />Attached to this memorandum is a Position Accountability <br />Write -Up developed by Mary for the Director's position with <br />input from me. I recommend that this be approved as the <br />official write-up for this position effective June 1, 1987 <br />with the understanding that it may be revised further once <br />an Occupational Analysis Questionnaire and Time Spent <br />Profile are completed by Mary in early 1988. <br />
