The Mound-*iew Branch Library is planned to be a 7,000 sq. <br />ft. library serving the northwest corner of suburban Ramsey <br />County. This library would serve an area of the county which now <br />looks to the crowded and heavily -used Anoka County Library in <br />Blaine .or the Ramsey County Arden Hills Branch for its library <br />services. Because of uncertainties in the potential use of this <br />library, the building should be planned with provision for future <br />expansion to 14,000 sq. ft. <br />The library should provide a first stop for residents of the <br />area for information, recreational reading, children's materials <br />and programs, and audio-visual materials. Back-up headquarters <br />reference/information services will be provided by the Roseville <br />Library; access to materials of all Ramsey County libraries will <br />be available via the online catalog and materials delivery <br />system. The Headquarters Interlibrary Loan department will <br />provide access to additional materials from other libraries in <br />the metro area, the state, and the nation. <br />While the library is a gateway to all the world of knowledge <br />and information, it should also be a friendly, hospitable <br />community place. Patrons coming in the main entrance should <br />immediately see a friendly face that they can ask for information <br />as well as signs and maps to get them to specific parts of the <br />library. <br />Because of Ramsey County Public Library's ratio of staff to <br />use, the library should be able to be open with all services <br />available with a minimum of staff. It should be possible to run <br />the library with one librarian at the reference/information desk, <br />and one check-in/clieck-out clerk. <br />r^ <br />David Smith, Consulting Librarian, projects a population of u <br />22,600 for the primary service area for this library for the <br />year 2000. :Using the present average circulation of 8 items per <br />capita, this would result in an annual circulation of 180,900. <br />This would require a 14,000 sq. ft. library and assumes the <br />continued use of the Arden Hills Branch at its present size if <br />the population and use projections are correct. <br />The initial construction of a 7,000 sq. ft. branch allows <br />for the future evaluation of the use of this and the Arden Hills <br />Branch and the future determination of the best configuration for <br />library service for this area. <br />The proposed operating schedule for the library is the same <br />as the presently operating Ramsey County branch libraries 6 <br />days per week with three open evenings, or a total of 42 hours <br />per week. <br />L, <br />2 <br />
