MEMO TO: PLANNING COMMISSION FROM: CLERK -ADMINISTRATOR DATE: MAY 11, 1987 SUBJECT: NOP.THSTAR INDUSTRIAL PARK MAJOR SUBIDIVISION, PRELIMINARY PLAT, MOUNDS VIEW PLANNING CASE 210-87 Watson -Forsberg Company has applied for preliminary plat approval of a major subdivision comprising the 28.63 acre site on the east side of Judicial Ditch I1 south of County Road J in the extreme northeast corner of the City of Mounds View, site map attached. Staff has reviewed the preliminary plat proposal and had discussions with both the developer and the City of Blaine. The purpose of these discussions was to determine the feasibility of the provision of water and sewer service to the site by the City of Blaine, which currently has water and sewer lines under Coral Sea Street, which will service these properties. During these discussions the City of Blaine voiced some concern for providing water and sewer service as well as street access which includes street maintenance and snowplowing without accruing the benefits of having taxable property within their community. As a means to encourage the cooperation of the City of Blaine, Staff proposed that the feasibility of abandoning the storm water holding pond for the Blaine portion of the Northstar Industrial Park be considered with the redirection of this water to the ponds to be provided by the developer adjacent to Judicial Ditch il. Should such abandonment be possible, an additional three lots would be made available for development within the City of Blaine. The developer has indicated an interest in this possibility and will hopefully have additional information regarding this matter at your May 20th Meeting. During the past few years the City has begun an effort to secure title to, or dedication of, property in the area on both sides of Judicial Ditch 61 and along the north side of the County Road J spur off of 35W, see attached site map, for the purpose of developing a municipal golf course. The developer has indicated a willingness to donate land adjacent to Judicial Ditch 61 that would accomodate the development of the first hole. This land would also protect the wetlands identified in this area and provide the area needed for storm water ponding which could be accomodated.within the fairway area. Assuming that agreement can he reached with the City of Blaine on water and sewer service and storm water storage, the development is in conformance with current municipal codes. Therefore, Staff would recommend the Council adopt the attached resolution recommending approval to the City Council. DFP/mjs Attachment:
