MEMO TO: PLANNING COMMISSION <br />FROM: CLERK -ADMINISTRATOR <br />DATE: MAY 11, 1987 <br />SUBJECT: NOP.THSTAR INDUSTRIAL PARK MAJOR SUBIDIVISION, <br />PRELIMINARY PLAT, MOUNDS VIEW PLANNING CASE <br />210-87 <br />Watson -Forsberg Company has applied for preliminary plat approval <br />of a major subdivision comprising the 28.63 acre site on the east <br />side of Judicial Ditch I1 south of County Road J in the extreme <br />northeast corner of the City of Mounds View, site map attached. <br />Staff has reviewed the preliminary plat proposal and had <br />discussions with both the developer and the City of Blaine. The <br />purpose of these discussions was to determine the feasibility of <br />the provision of water and sewer service to the site by the City <br />of Blaine, which currently has water and sewer lines under Coral <br />Sea Street, which will service these properties. During these <br />discussions the City of Blaine voiced some concern for providing <br />water and sewer service as well as street access which includes <br />street maintenance and snowplowing without accruing the benefits <br />of having taxable property within their community. As a means to <br />encourage the cooperation of the City of Blaine, Staff proposed <br />that the feasibility of abandoning the storm water holding pond <br />for the Blaine portion of the Northstar Industrial Park be <br />considered with the redirection of this water to the ponds to be <br />provided by the developer adjacent to Judicial Ditch il. Should <br />such abandonment be possible, an additional three lots would be <br />made available for development within the City of Blaine. The <br />developer has indicated an interest in this possibility and will <br />hopefully have additional information regarding this matter at <br />your May 20th Meeting. <br />During the past few years the City has begun an effort to secure <br />title to, or dedication of, property in the area on both sides of <br />Judicial Ditch 61 and along the north side of the County Road J <br />spur off of 35W, see attached site map, for the purpose of <br />developing a municipal golf course. The developer has indicated <br />a willingness to donate land adjacent to Judicial Ditch 61 that <br />would accomodate the development of the first hole. This land <br />would also protect the wetlands identified in this area and <br />provide the area needed for storm water ponding which could be <br />accomodated.within the fairway area. <br />Assuming that agreement can he reached with the City of Blaine on <br />water and sewer service and storm water storage, the development <br />is in conformance with current municipal codes. Therefore, Staff <br />would recommend the Council adopt the attached resolution <br />recommending approval to the City Council. <br />DFP/mjs <br />Attachment: <br />
