MEMO TO: MAYOR AND CITY COURNNCIIILLj*��CJ��(��\J\ <br />FROM: CLERK —ADM INISTRATOV \J <br />DATE: JUNE 11, 1987 <br />SUBJECT: AMENDMENTS TO CABLE TELEVISION JOINT POWERS <br />AGREEMENT <br />Attached is a memorandum from the legal counsel to the North <br />Suburban Cable Commission outlining amendments proposed by <br />the Commission to the Joint Powers Agreement between the <br />north suburban Ramsey County communities, which are members <br />of the organization. The amendments to the Joint Powers <br />Agreement relates to the number of votes assigned to each of <br />the municipalities and the contribution of each municipality <br />to the Commission's operations. <br />In Mr. Creighton's memorandum he indicates the City of <br />Mounds View's votes and financial contributions will <br />increase from the current 9.68% to 11.0% which will result <br />in the City having a greater percentage of voting interest <br />in the organization as well as an additional contribution of <br />$883.80 for the Commission's 1988 budget. The increase in <br />contribution would be a direct reduction in the amount of <br />revenues available to the City of Mounds View for operation <br />of Local Access Programming and purchasing of equipment. <br />In view of the fact that the City of Mounds View would not <br />be able to maintain an even bargaining position with the <br />cable company were we on our own, versus being part of this <br />organization, Staff feels that any reasonable amendments to <br />the Joint Powers Agreement should be approved by the City to <br />maintain our membership position. Therefore, Staff would <br />recommend the Council approve the amendments to the Joint <br />Powers Agreement by adopting the proposed resolution <br />presented by Mr. Creighton in his memorandum.
