Memorandum <br />June 9, 1987 <br />Page Two <br />Funded to the nearest whole nt <br />shall have at least one vote. <br />Since the financial contributions of the Member Cities <br />in support of the Commission are specified in the Agreement <br />as proportional to the Members' votes on the Commission, the <br />Commission has also recommended an amendment to this section <br />of the Agreement. To tie the change in the voting structure <br />to the provision on financial contributions, the Commission <br />has recommended that Member Cities' contributions be in direct <br />proportion to the percent of annual revenues of each Member <br />to the total annual revenues of the system for the prior year <br />multiplied by the Commission's approved annual budget. In this <br />way, each City will only contribute to the Commission in the <br />amount equal to that City's share of the total revenue. This <br />was viewed by the Commission as the most equitable method of <br />contribution (i.e., City's proportion of the Commission's budget <br />is equal to that City's proportion of total monies received). <br />Attached is a copy of a graph depicting the effects of this <br />change on the Member City's contribution. <br />The Commission has directed me to provide you with an unexecute& <br />copy of the Commission's Resolution No. 87-5.7-1, which recommends <br />to the Member Cities amendments by substitution to the existing <br />joint powers Agreement as described above. <br />Also enclosed is a draft resolution which would effectuate <br />these amendments. I would ask that you schedule this matter <br />at your next Council's meeting for their consideration. If <br />you would like a representative of the Cable Commission to be <br />present, please contact Bootsie Anderson, Cable Administrator, <br />at 646-8172. <br />I would ask that upon your Council's adoption of the resolution, <br />you undertake to file a copy of the executed resolution with <br />our office. The amendments will not take effect until all Member <br />Cities have approved the changes. <br />Please feel free to contact me if you should have any immediate <br />questions in this matter.
