X , /S <br />RESOLUTION NO, 22.20 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />RESOLUTION APPROVING DEVELOPMENT STAGE PLANS FOR MOUNDS VIEW <br />BUSINESS PARK P.U.D., MOUNDS VIEW PLANNING CASE NO. 199-87 <br />WHEREAS, Everest Development, Ltd. has submitted development <br />stage plans for the Mounds View Business Park P.U.D.; and <br />WHEREAS, a development review was conducted by City staff <br />which resulted in the findings that plans are consistent with <br />previously approved general concept plans and a request that <br />modifications be made to the landscape, water main and sanitary <br />sewer, and plat plans; and <br />WHEREAS, the Planning Commission has reviewed the develop- <br />ment stage plans and also found them to be consistent with the <br />previously approved general concept plan; and <br />WHEREAS, the Environmental Impact Statement being <br />prepared on this project is still in draft stage and all project <br />approvals and permits must await a finding of adequacy on the <br />EIS; and <br />WHEREAS, the City staff, fiscal consultants and legal counsel <br />for the City are actively negotiating with Everest Development, <br />Ltd. the retails of. the Tax Increment Financing Contract for <br />RedeveloE ent and the City's Development Agreement; and <br />WIIERI_�S, the City Council has reviewed the development stage <br />plans and the recommendations of the Planning Commission <br />contained in Resolution No. 194-87. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the <br />City of. Mounds View approves the development stage plans for the <br />Mounds View Business Park P.U.D. contingent upon the following: <br />I. The developer submits revised landscape, water main <br />and sanitary sewer, and plat plans consistent with the <br />modifications requested during development review. <br />2. A determination is made that the final Environmental <br />Impact Statement is adequate pursuant to the provisions <br />of the Minnesota Environmental Quality Board. <br />
