Mounds View City Council <br />Regular Meeting <br />------------------------ <br />�* July 27, 1987 <br />PRGVED <br />-Page Two----- <br />the .agenda for this evening for possible reconsideration. <br />Councilmember liankner reviewed the history of the build- <br />ing, from the time the offer was received from the <br />School District in March, through the many times it was <br />discussed by the Council, and the two public hearings <br />that were held, both at the Park and Rec Commission <br />level and Council level, up to the action taken by the <br />Council or. July 13. She stated many hours of discussion <br />had taken place in reaching the decision that was <br />reached, and she also stated she would 'like the air <br />cleared regarding statements made by various individuals <br />who said they were given conflicting dates of when the <br />item was going to be discussed. She pointed out that <br />minutes clearly state what discussion took place and <br />when it was going to be discussed again. <br />Charles Crook, 5231 Skiba Drive, stated that he had <br />attended the Park and Rec and Council hearings and said <br />then that he did not want the building placed at <br />Random Park, and he personally does not know of anyone <br />in the neighborhood who wants it there, and Suggested <br />Edgewood Community Center as an alternate site. lie <br />added they prefer the park the way it is at this time <br />and do not want to see it changed, or the use increased <br />with the placement of the building there. Mr. Crook <br />also stated that if bumping is a problem at Edgewood, <br />the City should get an explanation of why it is <br />happening. Mr. Crook presented the Council with a <br />petition of approximately 85 signature;, signed by <br />people who are against the location at Random Park. He <br />also asked if soil tests had been done, and the results <br />of those tests, and if the parking lot would wash <br />away with heavy rain. He stated he would like to see <br />the park remain a play area for the neighborhood tots <br />and not change. <br />Mr. Crook stated he feels the proposed functions for <br />the building are community rather than neighborhood and <br />he also suggested placement of the building at City Hall <br />or Woodcrest Park. <br />Pat Crook, 5231 Skiba Drive, stated she had carried the <br />petition around and explained to each person about the <br />placement of the building at Random Park, and the <br />people who signed the petition do not want it there. <br />She added she does not feel the existing parks are being <br />used properly now. <br />Judy Rowley, 2562 Ridge Lane, stated she had passed out <br />information to many of the neighborhood residents, with <br />her sourc-s being memos from the Park and Rec Commission, <br />and what was printed in the newspaper. She pointed out <br />the 5 year capital improvement plan does not show any <br />plan for this at Random Park. <br />
