1987 LONG TERM FINANCIAL PLAN <br />Page Eight <br />r� <br />Public Works/Community Development - As alluded to in the <br />narrative for the Clerk -Administrator's Office, a <br />reorganization of this Department was approved by the <br />City Council in April of 1987. This reorganization <br />resulted in vacancies in the Director's and Engineering <br />Technician/Assistant Building Inspector's positions as <br />well as a realignment of the duties of the Public Works <br />Foreman/Building Inspector to Public Works entirely. <br />Also, there was a general recognition that the City, in <br />an effort to provide needed services at the lowest <br />possible cost, was having members of this Department <br />spread too thin among a variety of duties rather than <br />concentrating on those that could be adequately handled <br />by one individual. <br />The reorganization of Lhe new Public Works Department <br />resulted in the creation of the following positions. <br />Public works Di.recLor./City Engineer - Responsible <br />for the operation of: the City's Public Works <br />Department (water, sewer, streets, parks <br />maintenance and building inspection). Also serves <br />as the City Engineer responsible for planning and <br />implementing all of the engineering, design, <br />construction and maintenance activities of the j✓ <br />Department. `- <br />Public Works Foreman - Plans and supervises daily <br />maintenance operations of the Public Works Depart- <br />ment (water, sewer, streets and parks mainte- <br />nance). Schedules crew and inspects projects. <br />Building Official - Performs all Class I and II <br />building, heating, mechanical, plumbing and <br />water and sewer system inspections. Conducts <br />plan review, serves as Fire Inspector, and <br />coordinates activities with State Electrical <br />Inspector and City Planner. <br />The current goals of this Department are to provide the <br />basic services for which it is responsible, i.e., <br />planning, building inspection, engineering, Public Works <br />(sewer and water, streets and parks) maintenance with a <br />minimum of delays. Once new staff members are in place <br />and oriented to their various roles and duties, the <br />Department will be charged with addressing the following <br />issues: <br />planning, designing, and inspecting the construction <br />of improvements to the City's currently inadequate <br />storm drainage system. <br />
