MEMO T0: MAYOR AND CITY COUNC L <br />FROM: CLERK -ADMINISTRATOR <br />DATE: JULY 27, 1987 <br />SUBJECT: PLEASANT VIEW DRIVE TURNBACK PROPOSAL <br />Attached please find a memorandum from Ramsey County Public <br />Works Director Ken Weltzin to the Ramsey County Public Works <br />Committee recommending that Pleasant View Drive between <br />County Road I and Woodale be turned back to the City of <br />Mounds View due to their inability to enter into an <br />agreement with the City of Fridley to share the costs of <br />maintenance of this roadway which is half in Mounds View and <br />half in Fridley. <br />Since receiving this memorandum, I <br />Public Works Director for the City <br />the proposal of Ramsey County. As <br />discussion and the fact that state <br />county the authority to turn back <br />our having any say in that action, <br />recommendation that the City take <br />County relinquish County State Aid <br />distance they propose to turn back <br />View and that the state allow conv <br />State Aid Mileage to Municipal Sta <br />that the City can certify this as <br />has indicated that Fridley has ade <br />designate their half of the roadwa <br />contacted John Flora, <br />of Fridley, and discussed <br />a result of these <br />law clearly allows the <br />to municipalities without <br />it would be my <br />the position that the <br />Mileage equivalent to the <br />to the City of Mounds <br />Brsion of this County <br />Le Aid Mileage in order <br />3n MSA road. Mr. Flora <br />luate mileage and would <br />I as MSA. <br />It strikes me that it is more than likely that the County <br />will refuse this request and the City should then use this <br />action as the momentum needed to request legislation during <br />the next legislative session to give the City of Mounds View <br />additional MSA Mileage for this section of road. I am sure <br />that we will be able to use the County's actions with <br />respect to this matter, i.e. minimal negotiations with <br />Fridley regarding a maintenance agreement, no negotiations <br />with the City of Mounds View prior to a proposal to turn <br />back this roadway, and the likely outright rejection of our <br />request that the County relinquish County State Aid Mileage <br />in order that we might certify the road as MSA as a means to <br />"fire up" the Ramsey County delegation to support our <br />position on this matter. <br />Your direction on this matter would be appreciated. <br />DFP/mjs <br />Attachment: (1) <br />
