MEMO TO: MAYOR AND CITO Y N �- ' <br />FROM: CLERK-ADMINISR TO <br />DATE: JULY 27, 1987 <br />SUBJECT: I.U.O.E. LOCAL NO. 49 (PUBLIC WORKS EMPLOYEES) <br />LOCAL ISSUES AND MEDIATION SESSION <br />On the afternoon of Wednesday, July 22nd, a mediation <br />session was conducted by the State of Minnesota Bureau of <br />Mediation Services in the dispute between I.U.O.E. Local <br />No. 49 representing the City of Mounds View Public Works <br />Employees and the City of Mounds View regarding Local No. <br />49's Local Issues requests. After two hours of mediation on <br />this matter a compromise was reached which will result in <br />additonal cost to the City of Mounds View in the amount of <br />$208.00. , <br />The compromise is that the City's Mechanic will receive an <br />hourly wage of $12.20 per hour reflecting the distribution <br />of 80% of the wage as Maintenance II wage and 20% as <br />Maintenance III. This wage recognizes that the Mechanic <br />works on a variety of equipment with some classified as <br />Maintenance II equipment and some as Maintenance III <br />equipment. In exchange for this wage, the Union would agree <br />that the Mechanic can be assigned to whatever duties the <br />City feels is appropriate, thus protecting our management <br />rights and the City can assign the Mechanic to operate and <br />work on whatever. equipment we feel is appropriate and <br />necessary without having to pay any adjustments for <br />Maintenance III equipment. <br />As a result of this compromise, 1E accepted by the local <br />unit, the Union bets on the fact that the Mechanic will not <br />operate Maintenance III type equipment in excess of 416 <br />hours on an annual basis. <br />The Mechanic's wages has been an issue of discussion during <br />Local Issues negotiations for at least the past three years <br />and on each occasion the Union has accepted a promise from <br />the City that we would negotiate this matter at a future <br />date. I felt that no further delays could be justified in <br />this matter if we could reach a position that was responsive <br />to the Union's demands and at the same time, gives the City <br />some latitude and maintains our management rights. <br />RECOMMENDATION: Staff would recommend Council approval of <br />the mediated agreement between I.U.O.E. Local No. 49 and <br />City Staff to establish a wage rate of $12.20 per hour for <br />the person primarily assigned to the Mechanic's Position <br />with the understanding that this individual can be assigned <br />whatever duties are deemed to be necessary and appropriate <br />by the City at no additional compensation by the City except <br />when said duties are performed in an overtime status. <br />DFP/mjs <br />
