MEMO TO: MAYOR AND CITY COUNCIL <br />FROM: CLERK -ADMINISTRATOR -V# U <br />DATE: NOVEMBER 19, 1987 V <br />ROJECT 87-4, <br />SUBJECT: CHANGE COUNTY ROADRT ISANIITARY SEWER O MOUNDS VIEW PRECONSTRUCTION <br />The plans for the reconstruction of the sanitary sewer and <br />abandonment of the lift station on County Road I called for <br />the reuse of a manhole at the intersection of County Road I <br />and Edgewood. Portions of this manhole were upgraded <br />the bottom eight feet of the existing structure being <br />retained for use to allow for the interconnection of the <br />existing sanitary sewer flowing east on County Road I into <br />the new sanitary sewer that would continue to carry the <br />sewage to the MWCC line. The work required per the plans <br />was completed during the week of November 9, however, late <br />in the day on November 16 it was noted that a possible <br />collapse had occurred due to a sinking of the fill material <br />around the manhole. Inspection revealed that leakage of <br />ground water was beginning to occur into the manhole around <br />the old base. <br />The contractor and City crews attempted to with the <br />assistance of Solidification, Inc. grout the interior of the <br />manhole and salvage it, however, cue to Lim amvuit Cf ground�✓ water pressure were unable to accomplish this and we are now <br />faced with having to replace the bottom eight feet of this <br />structure. In order to accomplish this the hole in the area <br />must be redug, the site completely dewacered and <br />approximately two days of work undertaken to remove the <br />manhole replacing the bottom eight feet. <br />A meeting with City Engineer Dan Boxrud, County Engineers, <br />the contractor, Wally Mortenson and myself occurred on the <br />morning of November 19 at which time it was agreed that this <br />work must be done and commenced immediately to avoid any <br />further delays in the project and to avoid a complete <br />collapse of the line which would cause us significant <br />difficulties in handling sanitary sewage in this area. <br />During these discussions I negotiated ar. informal agreement <br />with the contractor whereby they would undertake the work <br />commencing immediately starting with dewatering on this date <br />and rebuilding the manhole on Monday and Tuesday, November <br />23 and 24. The contractor also agreed to a not to exceed <br />price of $17,000 for this work. <br />At this time Staff would request Council approve a change <br />order to the project to allow for this work to be <br />accomplished at a cost not to exceed $17,000 to be charged <br />to the City's Sanitary Sewer Fund. <br />
